How to make Rowland Height a city
1. Community Interest & Organizing
- Form a citizens’ committee or local organization to lead the incorporation effort.
- Conduct outreach to residents, businesses, and community groups to build awareness and support.
- Gather volunteers, experts (law, finance, planning), and potential donors to fund studies and campaigns.
2. Initial Application to LAFCO
- Submit an application for incorporation to the Local Agency Formation Commission (LAFCO) of Los Angeles County.
- LAFCO is the state-mandated body that decides on new city formations.
- The application must include:
- Defined boundaries of the proposed city
- Justification for incorporation
- Payment of initial filing fees
3. Comprehensive Fiscal Analysis (CFA)
- LAFCO requires a Comprehensive Fiscal Analysis to prove the new city can be financially stable.
- The CFA examines:
- Local tax base (property tax, sales tax, fees)
- Cost of services (police, fire, public works, parks, administration)
- Impact on the County if Rowland Heights leaves its jurisdiction
4. LAFCO Review & Decision
- LAFCO holds public hearings and reviews the CFA.
- If incorporation is feasible and in the public interest, LAFCO approves moving forward.
- LAFCO can also adjust proposed boundaries or conditions before approval.
5. Voter Approval
- If LAFCO approves, the question goes to registered voters in Rowland Heights.
- Residents will vote in a special election on whether to incorporate.
- A majority “Yes” vote is required for incorporation to succeed.
6. Transition to City Government
- If approved by voters:
- Rowland Heights officially becomes a city.
- Residents elect a City Council (mayor + councilmembers).
- The new city takes over local governance from Los Angeles County.
- City services may be provided directly or by contracting with LA County/other cities at first.
