How to make Rowland Height a city

1. Community Interest & Organizing

  • Form a citizens’ committee or local organization to lead the incorporation effort.
  • Conduct outreach to residents, businesses, and community groups to build awareness and support.
  • Gather volunteers, experts (law, finance, planning), and potential donors to fund studies and campaigns.

2. Initial Application to LAFCO

  • Submit an application for incorporation to the Local Agency Formation Commission (LAFCO) of Los Angeles County.
  • LAFCO is the state-mandated body that decides on new city formations.
  • The application must include:
    • Defined boundaries of the proposed city
